The newly-released video of Sutherland’s death is the latest fatal encounter involving law enforcement and people struggling with their mental health. The family of a Navy veteran in Antioch, Calif., filed a legal claim against the city’s police department in February, saying law enforcement killed Angelo Quinto, 30, in the middle of a mental health crisis by kneeling on his neck for more than five minutes in December. A grand jury declined to indict police officers in Rochester, N.Y., for the death of Daniel Prude, a 41-year-old Black man who was pinned to the ground last year while handcuffed, hooded and in the throes of a mental health crisis.
