Bill Cosby accuser Andrea Constand has publicly surfaced for the first time since Pennsylvania’s highest court moved to free her infamous convicted sex attacker in a stunning decision last week.

Constand, a 48-year-old Canadian, was photographed taking her dog for a walk in Toronto on Monday, five days after the unexpected release of the disgraced onetime “America’s Dad.”

Wearing jeans, a shirt with rolled-up sleeves and a vest — with a face mask pulled down to her chin — Constand looked lost in thought during the stroll close to her home.

She recently took to social media to call the 83-year-old Cosby’s release on a legal technicality “not only disappointing but of concern,” potentially putting off sex-crime victims from seeking justice from their attackers.

While just one of many women to make disturbing accusations against the former “The Cosby Show” star, Constand’s case was the only one that led to criminal charges and ultimately a three- to 10-year prison sentence for Cosby.

She had long accused the TV star of drugging and then molesting her in his Pennsylvania home in 2004 when she was a sports administrator at Philadelphia’s Temple University, Cosby’s alma mater.

When criminal charges seemed unlikely at the onset, Constand took civil action against the star, eventually reaching a $3.5 million settlement.

The problem was, at the time, the local district attorney had made a secret agreement with Cosby’s camp to not criminally prosecute the fallen star in her case if he copped to what he’d done in a deposition for Constand’s civil suit. The DA said the evidence was weak against Cosby and that he hoped at least Constand could land a lucrative settlement.

Cosby agreed to the deal. He then said under oath in his deposition that he had given Constand pills before performing a sex act on her, all of which he contended was consensual.

But after news of the damning deposition surfaced years later, the new DA said he wasn’t bound to the previous closed-door agreement and tried Cosby in criminal court and landed a conviction. Constand has insisted she was “not consulted” or informed about the previous immunity deal Cosby had been given.

Pennsylvania’s top court then ruled last week that the new DA was bound by his predecessor’s verbal agreement with the defendant and overturned Cosby’s conviction, freeing him.

Since then, Cosby has repeatedly declared his innocence, insisting he is a victim of an unfair press.

To prove it, he shared part of Constand’s TV interview to show that she knew she was taking “three blue pills” which he said would be her “friends” — cutting the clip at the part where she spoke about “crying out inside” as he tried to have sex with her while the pills made her “a limp noodle” who was “in and out of consciousness.”

Five other women — including ​ex-supermodel Janice Dickinson — testified at the trial that Cosby had drugged and molested them. Dozens more also have alleged sexual misconduct, including rape, at the hands of the fallen TV star.

In her statement last week, Constand thanked “those women who came forward to tell their stories.

“Despite the ultimate outcome which resulted from a procedural technicality,” she urged “all victims to have their voices heard.”
